As soon as they were tall enough.
My daughter was an excellent climber at that age. (and by excellent, I mean, daily heart attacks for mom!)
My son, who is much larger started much later. He couldn't get his entire girth on top of the couch until he was 1.5 y.o.

My son started climbing at around 10 months old...but remember, every child develops differently and at their own pace. Is she behind in other areas? If not, I would worry about it and I would consider yourself lucky that she just now started climbing ;O)
my son started climbing on the furnature at about 16 months or so.
your daughter isnt neccesarily 'behind' she just may not be too fond of hights.

My daughter started to climb up on things when she was 6 months old!! I was always there to watch her so no worries!! She did somersaults before she started to walk as well!! She's so silly!! Babies or children will climb when they feel brave enough to, or when they choose to do so!! Every child is different!! Good Question!!
My little one is almost 2,he climbs up on everything, the sofa, chairs, climbs on chairs and gets on the table and two days ago he is now climbing out of his playpen and crib,im so exhausted from chasing him around. They all learn at different ages, they just need to figure it out.
i remember my son was about 10months old and he used to hold on to the coffee table to stand and walk around. eventually he started trying to climb onto the table before he could even walk.
i don't think she is behind. some kids are more active then others.

my baby started climbing the bed (low platform bed) with a 3 inch-wide edge at 10 months. the couch at 1yr. It is low and has a suede cover (good grip). And I mean UP on the couch on her own.
At about 15 month I found her in the office leather chair (the one with wheels) tapping on the computer keyboard. Music was on and started skipping. I thought what the heck is going on, when I looked my baby was in the chair, "DJ-ing".
From that point on she started climbing the kitchen chairs as well.
Now, The getting off the couch part she mastered at 10 months. just sliding down on her belly. We never showed her how to do that!! we were amazed that one day she just came off the couch on her own. And never stopped since.
She's a fairly well-built baby for her age (10lb at birth). Very active, physical and "athletic".
Your baby might be on the "artsy", "intelectual", quiet type side of person, reading books etc. not as much interested in physical activity. But at any rate: she is not behind developmentally just because she doesn't climb a chair.
It's just like crawling: some babies skip that phase altogether and go straight from rolling to walking. At the time, a parent would think his baby is behind, but in hindsight (2yr down the road), he'll have a good laugh about it: how worried I was she wasn't crawling/climbing etc.

My son was a little under a year when he started climbing. At three years old, he's still climbing like a little monkey.
Don't worry if your daughter is "behind" in climbing, especially if she's meeting her other milestones. Furthermore, I've never seen a section about climbing skills on a university application.
